I have the honor to transmit to you the copy of a letter addressed to me by the Hon D. H. Adams, Chief Justice of Hongkong, respecting certain presents offered to him on his recent departure by a Deputation representing the Chinese mercantile Community.
I also annex a copy of my reply, from which you will learn what are my wishes on the subject, and I take this opportunity of remarking that I desire the rule laid down in the Colonial Regulations, Cap 1, See Art 33, 34, in respect of Governors, to be considered applicable to all Colonial officers, and that this instance
